The anti-establishment hacker group returns to liberate the streets of a dystopian London from the grip of private military firm Albion (and a few other enemies) in Watch Dogs: Legion. After Aiden Pearce and Marcus Holloway starred in earlier games, this time you can play as almost anyone—from spies and secretaries to loan sharks and living statues.
Each team can hold up to 48 operatives, including recruits and potential recruits (just scan people to add them to your watchlist). But some characters offer unique perks that make them especially useful. That’s why we’ve put together a list of key skilled operatives you should definitely try to recruit for DedSec.

Anarchist
Location: Southwark
The Anarchist is built for brawls, equipped with a Studded Truncheon and a Smoke Grenade to blind enemies. They’re also immune to gas and wear a Mouth Guard that reduces melee damage.

Beekeeper
Location: City of London
The Beekeeper uses a swarm of robotic bees to stun enemies. They carry an Overcharger weapon, are immune to shocks, and have a shorter arrest time if caught.

Drone Expert
Location: Lambeth
The Drone Expert can hack faster and temporarily turn enemy drones into allies. Their Dive Bomb gadget sends a drone flying at enemies, and they can summon a custom Shock Drone to attack with lasers.

Football Hooligan
Location: Islington and Hackney
This tough fighter delivers powerful knockouts with their K.O. Punch. They take less damage after drinking and can call in friends to fight alongside them using the Rally Cry ability.

Getaway Driver
Location: Reward for freeing Tower Hamlets
The Getaway Driver comes with a custom ride, a crowbar for close combat, and a hacking skill that pushes cars out of the way. They’re also immune to Chase Drones thanks to their Anti-Chase perk.

Hacker
Location: Camden
Hacking is a huge part of the game, and the Hacker makes it even easier. With an expanded hacking radius, they can grab access keys from a distance, use the Shock Hack to damage enemies, and occasionally earn bonus ETO (the in-game currency).

Professional Hitman
Location: Nine Elms
Armed with a Desert Eagle and a G36 assault rifle, this veteran killer is great for stealth or chaos. They can perform instant gun takedowns, dodge attacks, and deal extra damage to Albion enemies.

Spy
Location: City of Westminster
The Spy is equipped with a silenced P9 pistol, a spy watch that disables enemy weapons, and a high-tech spy car with missiles and cloaking. They also take less damage thanks to their physical fitness.

Uniformed
While not technically “skilled” operatives, certain recruits come with Uniformed Access – letting them walk into restricted areas unnoticed. These include Construction Workers, Paramedics, and Albion Contractors, among others. They’re incredibly useful for stealthy missions.
